It's true that the government has approved a Cash for Clunkers on appliances

Appliance manufacturers are counting on a “cash for clunkers”-type rebate program to revive slumping sales of refrigerators, washing machines and dishwashers. Grocery Auctions

A bid to save on groceries

For Patrick Gibbons, whose job hours were recently cut, the items he stocked up on during a food auction at a Bucks County fire hall yesterday meant the difference between surviving another month and not making it.

That's how much the margin has narrowed, he said, for folks like him who are watching every dollar while in the grip of economic uncertainty.

"It's been rough," said Gibbons, 37, a fabricator for the cryogenic industry in Plumsteadville, who is losing two days' work every other week as his employer trims costs.

Grocery auctions are catching on as one way for families to make ends meet.

Gibbons' wife, Karen, 41, sat next to him tallying their items, which included a 24-roll package of toilet paper for $10; a 10-pound case of pepper bacon, also for $10; and a 2-pound bag of mozzarella sticks for $7.

"You get some real bargains here," Gibbons said as he again raised a card with his auction number on it to bid $5 on a 6-pound bag of macaroni and cheese. "You can't beat the prices," he said. In all, Gibbons spent $213, and paid in cash.

Kirk Williams, the auctioneer for Col. Kirk's Auction Gallery, which put together yesterday's auction at the Warrington Township Fire Company, said he was seeing more people like Gibbons at his events.

And "we do see people who just lost their jobs," said Williams, before starting the eight-hour auction from a microphone on a raised stage. Behind him were giant stacks of toilet paper and packaged food.

"People are acting differently because they do not have the extra money to spend," he said. "They're spending money when there is a real value or bargain, and they don't have a problem doing that."

Since the start of the recession in December 2007, the nation's unemployment rate has risen to 8.9 percent from 4.9 percent. And 5.7 million Americans have lost their jobs.

Williams held his first food auction Feb. 13 in his own gallery in Eyersgrove, Pa., where he set up 200 chairs and 300 people showed up.

He has conducted 30 grocery auctions since, mostly at fire halls and social halls in northeastern Pennsylvania, including Wilkes-Barre, New Albany, and Pennsdale.

He has an auction in Bloomsburg today. Yesterday's was the first in Bucks County, but Williams said he planned to return in September with an auction in Warwick Township.

"It has everything to do with the economy and the entertainment value," Williams said of what had kept attendance steady. People "enjoy having a day out with their families to get groceries and making new friends, and I like to say we are a bit entertaining, too."

He sells canned goods, toilet paper, candy, and all kinds of frozen foods, including popcorn chicken. Williams buys merchandise from warehouses in the Philadelphia and Reading areas that supply grocery stores and restaurants.

He said the items were typically those getting close to their sell-by dates that the warehouses could no longer sell. He gets them cheaply, then sells at steep discounts.

Another bidder, Maria Burdsall, said her 16-year-old son had Googled the information about yesterday's auction and urged her to go. "He told me I could save about 50 percent on food," she said.

Burdsall, 42, of Warrington, a single mother and a registered nurse, said she spent well over $500 every three weeks to feed her three sons and herself.

"We don't go out to eat anymore," she said, "and I look for any way I can to save money."

Among her purchases yesterday were a 4-pound bag of onion rings (the kind served at a major restaurant chain) for $7.50, a 12-jar case of peanut butter for $8, and two 10-pound boxes of beef hot dogs for $17.50.

All told, Burdsall spent $187 and paid with a personal check. "I'm thrilled," she said.

Williams, 50, put on a show for the approximately 150 people who showed up. He joked with the audience, and chided his "runners" - the staff who emptied the truck and delivered items to bidders.

Williams said there was one group he regretted not having at his auctions.

"I wish we'd see more of the people who really need it - like those with food stamps," he said. "We don't accept food stamps."

But the food auction does take credit cards, Williams said, "and people are using that, and that tells you a lot."

In 2008, Easter is falling earlier in the year -- on March 23 -- than those of us alive now have ever seen. In western Christianity, Easter is always celebrated on the Sunday immediately following the full moon. The next time Easter will be this early will be 220 years from now.

The one universal symbol of Easter celebrations throughout the world is the Easter egg. From very early times, an egg has been considered an important symbol of rebirth. The custom of giving eggs has been traced back to Egyptians, Persians, Gauls, Greeks, and Romans, to whom the egg was a symbol of life.

The most famous decorated Easter eggs were those made by the well-known goldsmith Peter Carl Faberge. In Russia in 1885, Tsar Alexander the Third commissioned Faberge to make a special Easter gift for his wife, the Empress Maria, and soon Faberge eggs were considered to be exquisite gifts commemorating the Easter holiday to the Russian royal family. Today, Faberge eggs are priceless masterpieces that are considered very rare and precious. And, of course, eggs have now been embellished, dyed, painted, and adorned for the Easter holiday for many, many years.

Ford to cover car payments if buyer loses job

DETROIT – Ford Motor Co. said Tuesday it is offering a payment protection plan to help reassure consumers who may be putting off buying a new car because of worries about losing their job.The offer comes as auto sales have been battered by the recession and tight credit, reaching their lowest levels in 27 years.

Ford's sales declined 48 percent in February.Ford said Tuesday it will cover payments of up to $700 each month for up to a year on any new Ford, Lincoln or Mercury vehicle if consumers lose their jobs. The program runs until June 1.

Hyundai Motor Co. launched a program in January that allows buyers to return a vehicle within a year if they can't make the payments due to a job loss or disability. The company said the program helped it avoid a double-digit sales decline last month, reporting a 2 percent slide.

Dearborn, Mich.-based Ford is also offering zero percent financing on certain Ford, Lincoln and Mercury vehicles."Consumers remain anxious about the economy and their own outlook for the future," Ken Czubay, vice president of sales and marketing, said in a statement.Ford's announcement comes a day after President Barack Obama said the government will back new car warranties issued by General Motors Corp. and Chrysler LLC, who have accepted federal assistance and are seeking more, to help boost consumer confidence about buying their vehicles.

Ford has not requested federal bailout funds.GM has said it is considering a program that would help new car owners keep their cars, in the event they lose their job.New GM CEO Fritz Henderson is likely to announce a program similar to Ford's at a news conference later Tuesday. The company's current sales incentives expire today, and GM normally announces changes at the end of the month."Stay tuned," said GM spokesman John McDonald.

Ford also said it would partner with its dealers to introduce a program that would help local charities affected by the economic downturn.Shares of Ford rose 6 cents to $2.82 in premarket trading.

FDA says to avoid pistachios amid salmonella scare

FRESNO, Calif. – In another food scare sure to rattle consumers who watched the national salmonella outbreak in peanuts unfold, federal food officials are now warning people not to eat any food containing pistachios, which could carry contamination from the same bacteria.

The Food and Drug Administration said central California-based Setton Pistachio of Terra Bella Inc., the nation's second-largest pistachio processor, was voluntarily recalling more than 2 million pounds of its roasted nuts shipped since last fall.

"Our advice to consumers is that they avoid eating pistachio products, and that they hold onto those products," said Dr. David Acheson, assistant commissioner for food safety. "The number of products that are going to be recalled over the coming days will grow, simply because these pistachio nuts have then been repackaged into consumer-level containers."

Two people called the FDA complaining of gastrointestinal illness that could be associated with the nuts, but the link hasn't been confirmed, Acheson said. Still, the plant decided to shut down late last week, officials said.

The recalled nuts represent a small fraction of the 55 million pounds of pistachios that the company's plant processed last year and an even smaller portion of the 278 million pounds produced in the state in the 2008 season, according to the Fresno-based Administrative Committee for Pistachios.

California alone is the second-largest producer of pistachios in the world.

According to the company's Web site, Setton Pistachio is in the corporate family of Commack, N.Y.-based Setton International Foods Inc. The company sells nuts, dried fruit, edible seeds, chocolate and yogurt-coated candies.

The FDA learned about the problem last Tuesday, when Kraft Foods Inc. notified the agency that it had detected salmonella in roasted pistachios through routine product testing. Kraft and the Georgia Nut Co. recalled their Back to Nature Nantucket Blend trail mix the next day.

The FDA contacted Setton Pistachio and California health officials shortly afterward, in what Acheson called a "proactive move."

By Friday, grocery operator Kroger Co. recalled one of its lines of bagged pistachios because of possible salmonella contamination, saying the California plant also supplied its nuts. Those nuts were sold in 31 states.

Fabia D'Arienzo, a spokeswoman for Tulare County-based Setton Pistachio, said the company was only recalling certain bulk roasted in-shell and roasted shelled pistachios that were shipped on or after September 1.

Because Setton Pistachio shipped tote bags of nuts weighing up to 2,000 pounds to 36 wholesalers across the country, it will take weeks to figure out how many products could be affected, said Jeff Farrar, chief of the Food and Drug Branch of the California Department of Public Health.

"It will be safe to assume based on the volume that this will be an ingredient in a lot of different products, and that may possibly include things like ice cream and cake mixes," Farrar said. "The firm is already turning around trucks in transit to bring those back to the facility."

Salmonella, the most common cause of food-borne illness, is a bacteria that causes diarrhea, fever and cramping. Most people recover, but the infection can be life-threatening for children, the elderly and people with weakened immune systems.

For nuts, roasting is supposed to kill the bacteria. But problems can occur if the roasting is not done correctly or if roasted nuts are re-contaminated. That can happen if mice, rats or birds get into the facility.

Last winter, a national salmonella outbreak was blamed on a Georgia company under federal investigation for flouting safety procedures and knowingly shipping contaminated peanuts.

The outbreak is still ongoing. More than 690 people in 46 states have gotten sick. Nearly 3,900 products made with peanut ingredients from Peanut Corp. of America have been recalled.

California public health authorities have taken hundreds of samples at Setton's processing facility, but lab results have not yet determined whether salmonella was found at the plant, Farrar said. The food companies' own tests of the contaminated products isolated four different types of salmonella, but none were the same strain as the one found in the peanuts, Acheson said.

Scam Alert

Scam Alert!!

Be aware that there are individuals using Corporate Research Internationals good name to perpetrate a scam on unsuspecting consumers.

Consumers are receiving fraudulent letters offering, among other things, a mystery shopping assignment to evaluate a money transfer service (click here to see an example of the letter).

These letters use Corporate Research Internationals name and website address to establish credibility with the recipients and are accompanied by a cashiers check for several thousand dollars. In the letter, shoppers are instructed to cash the check at a local bank and then wire the cash to a designated location while keeping several hundred dollars for themselves as payment for the shop.

This is a scam! The cashiers check ultimately bounces and the shopper is held liable for the funds.

If you or anyone you know has received a similar letter, please contact local law enforcement or the nearest FBI regional field office to report the scam attempt. Remember, if it sounds too good to be true, it probably is!

We also ask that you inform those friends or family whom you know to engage in mystery shopping to be on the lookout for this type of fraudulent offer.

WASHINGTON, D.C. - In February 2009, new requirements of the Consumer Product Safety Improvement Act (CPSIA) take effect. Manufacturers, importers and retailers are expected to comply with the new Congressionally- mandated laws. Beginning February 10, 2009, children's products cannot be sold if they contain more than 600 parts per million (ppm) total lead. Certain children's products manufactured on or after February 10, 2009 cannot be sold if they contain more that 0.1% of certain specific phthalates or if they fail to meet new mandatory standards for toys.

Under the new law, children's products with more than 600 ppm total lead cannot lawfully be sold in the United States on or after February 10, 2009, even if they were manufactured before that date. The total lead limit drops to 300 ppm on August 14, 2009.

The new law requires that domestic manufacturers and importers certify that children's products made after February 10 meet all the new safety standards and the lead ban. Sellers of used children's products, such as thrift stores and consignment stores, are not required to certify that those products meet the new lead limits, phthalates standard or new toy standards.

The new safety law does not require resellers to test children's products in inventory for compliance with the lead limit before they are sold. However, resellers cannot sell children's products that exceed the lead limit and therefore should avoid products that are likely to have lead content, unless they have testing or other information to indicate the products being sold have less than the new limit. Those resellers that do sell products in violation of the new limits could face civil and/or criminal penalties.

When the CPSIA was signed into law on August 14, 2008, it became unlawful to sell recalled products. All resellers should check the CPSC Web site (www.cpsc.gov) for information on recalled products before taking into inventory or selling a product. The selling of recalled products also could carry civil and/or criminal penalties.

The agency intends to focus its enforcement efforts on products of greatest risk and largest exposure. While CPSC expects every company to comply fully with the new laws resellers should pay special attention to certain product categories. Among these are recalled children's products, particularly cribs and play yards; children's products that may contain lead, such as children's jewelry and painted wooden or metal toys; flimsily made toys that are easily breakable into small parts; toys that lack the required age warnings; and dolls and stuffed toys that have buttons, eyes, noses or other small parts that are not securely fastened and could present a choking hazard for young children.
